Who We Are

The Technology and Privacy Legal Lab (Tech Privacy Legal Lab) is an organization focused on issues at the intersection of law, technology, and privacy. We are devoted to advancing the responsible use of technology.

We were birthed out of the idea of creating an organization focusing on the societal opportunities and challenges posed by rapidly-developing internet technologies especially data privacy. We advocate for responsible use of technology by public engagement, sensitization and training, strategic impact litigation, research, advocacy and policy analysis.

The Tech Privacy Legal Lab brings together professionals, information technology practitioners, scholars, academics, legislators, students, programmers, security researchers, and scientists to understand and discuss the interaction of new technologies and the law and specifically to examine how the synergy between the two can adhere to the rule of law to create enhanced accountability. We provide a platform for analysis of policy issues arising at the meeting of law and technology.

We are based in Kampala, Uganda and focused on the East African Region with a network of partners across the world.

Our Team

Joel Basoga

Co-founder & C.E.O

Joel is a graduate of the University of Oxford. He is passionate about the responsible use of technology, access to justice and empowerment of communities. While at Oxford, he researched on the regulation of algorithmic decision making systems. Previously, he worked at the International Law Institute and undertook a placement at the London Office of Freshfields Bruckhaus Deringer. When not discussing the latest article, Joel recites poetry and dances. Joel is a book junkie and is researching on solutions to challenges that technological advancements present in relation to dispute resolution, privacy and transparency.

Paul Epodoi

Co-founder & Executive Director

Paul is a lawyer by profession with a particular interest in emerging technologies. He has advised and represented several institutions and individuals on matters related to technology and privacy as an associate at a top commercial law firm in Uganda. Paul co-founded the Tech and Privacy Legal Lab in order to exclusively focus on issues at the intersection of law, technology and privacy in East Africa, an area which has not received the attention it deserves under conventional legal practice. Paul is passionate about social justice and leadership. He is an alumnus of the National Leadership Academy organized by Uganda Youth Network, USAID and IRI.

Esther Akullu

Programs Manager

Esther is a lawyer with vast experience in handling projects and programmes, she is a self-taught programme manager who noticed how much passion she had for the area when she worked with the International Law Institute-African Centre for Legal Excellence where she spearheaded the project, 'Strengthening the Capacity of Local Council Courts in Uganda.' Esther is enthusiastic to steer change in the ICT world and looks at the area as in dire need of development.

Masiika Christine T.

Cybersecurity Advisor

Christine has been named as one of the Top 50 Ladies in Cyber Security in Africa. She has worked in different capacities as a digital forensics analyst, information security expert and as a cybersecurity consultant. Her interest in cyber security was sparked during her undergraduate degree in Malaysia that introduced her to the complexity and vastness of cyber-security as a career space. She is inspired by a love for knowledge and problem solving through finding practical solutions within the ever-changing IT security world. She is an avid photographer and traveller.

Patrick Mugalula

Of Counsel (Strategic Litigation and Special Projects)

Patrick Mugalula is a lawyer and advocate in Uganda whose practice cuts across transaction advisory and dispute resolution work. He is a tech enthusiast with experience working with institutions in the financial, healthcare, and tech spaces in Uganda. He is an ardent believer in the use of technology as an enabler to realize the potential of all peoples in a manner that is fair, just, and cognizant of the rights and effects of this use on the ordinary person. Outside his career, Patrick is a former rugby player and now a full-time Uganda rugby cranes supporter.

Our History

Our Journey begun in 2019. It brought together a team committed to advance responsible use of technology and privacy in a swiftly changing world. Emerging technologies in Africa and across the world are transforming the way we live and relate – posing several challenges to privacy, information governance, security and the responsible use of technology. We conducted a problem mapping exercise by interviewing persons of interest including victims, regulatory authorities, corporations and policy makers. The exercise confirmed misinformation on emerging technologies and widespread abuse of privacy and misuse of technology in Uganda. It became clear to us that these challenges needed be addressed immediately. Based on our findings, we strategized to engage, sensitize and train the public, develop jurisprudence through impact litigation and do research, advocacy and policy analysis on privacy and the responsible use of technology.
